Welcome to issue 26; the penultimate issue of 2009!

This issue we have a couple of great articles; the first is from reader Ole demonstrating how to get a Turkish driving license. We also have part one of an excellent finance article, written by Steve - a retired accountant living in Bodrum, make sure you give it a read - it may make you money! I've also included an article from friend of the Bodrum Bulletin and Today's Zaman columnist Berk Çektir, who wrote an interesting article on non-payment of management fees - very interesting reading for those of you on a large complex.

The next issue is due on Thursday, 31st December 2009, all efforts will be made to publish on that date, however I may still be sleeping off the Christmas meal!

    Book Swap Bodrum

    If you like a good read, then you will enjoy the well established Bodrum Book Swap Club. You'll also get the chance to catch up on the latest Bodrum peninsula news, meet new friends and enjoy some of the best coffee in Bodrum… As well as getting a frequent supply of free books.

    We meet on Saturdays 11am fortnightly at Café Atlantis Bella, Oasis (next to Burger King). With its’ easy access, free parking, indoor and outdoor sitting areas and reasonably priced drinks, Café Bella has proved to be a very convenient place for folk from all over the peninsula to meet in all weathers.

    So how does it work? Everyone brings one or more books with them and, after a lot of general chat, we take it in turns to very briefly introduce the book(s) we've brought. Then all the books go in the middle and we take it in turns again to choose a book we would like to take home with us. This goes on until all the books are chosen (any unwanted books go to the next Charity book sale). If you would like to eventually get a particular book back, you just write your name on the inside front cover.

    Many of us have discovered new authors from the recommendations of others and have even ended up reading (and enjoying) types of literature we would have never dreamt of buying ourselves. There is no membership and no expectation of coming to every meeting. Just turn up. The last Book Swap Club of 2009 will be Saturday 19th December. Hope to see you there!   • Karsanat Gastronomy Club - 2-7pm, Torba

    Today, the field of gastronomy is approved as one of the branches of art. Having this opportunity, our Gastronomy Club - part of the Karsanat Association - will be organizing monthly meals, prepared by reputed chefs who will demonstrate traditional preparations of a country's traditional food.

    The first of our gastronomy activity will take place on December 20, 2009, at 14.00 – 19.00 (Lun-Din) at Torba Alara Restaurant where the internationally awarded Executive Chef of The Marmara Bodrum Hotel, Zekeriya Yıldırım will be guiding us into the spirit of kitchen.

    In his special menu of "Middle European Christmas and the New Year’s", we will have the chance to see the preparation of gingered noodles and turkey sirloin, accompanied by Glühwein.

    Also during the day there will be a chance to see "The Dance of Clothes", an exhibition by the German artist Bettina Frankenberg who lives in Bodrum. This exhibition can be seen until January 15, 2010 at the Torba Alara restaurant.

Mosaic Workshop in Bitez Village

Tash Mosaic

Mosaics which were skillfully made by mosaic workmen thousands of years ago, discovered in excavations within the ground and started to be exhibited in museums on all over the world.

Haldun Serdaroğlu is a contemporary Turkish mosaic artist specialising, in pebble, antique and portrait mosaics.

He makes these works himself by hand cutting of natural tumbled stones, ceramic tiles or placing pebbles one by one. Each work is unique, covering thousands of fragments of pieces and take days to finish even a small part of work.

His workshop named Tash Mosaic has been located in Bitez Village since 1999 and he creates permanent and decorative projects that make stones come to life, like;

  • Portrait: specific formed styles named gra-pop-art,
  • Antique: unique reproductions produced without any template usage,
  • Pebble: with traditional podima (pebble mosaic) applications.

Getting a Turkish Driving License

Following a recent question which was asked to the Bodrum Bulletin, reader Ole has very kindly sent in details of his experience in getting a European driving license "converted" to a Turkish license, with help from friend Jennifer. In summary, it was a simple process, over a couple of mornings, took very little knowledge of Turkish language, and cost under 500TL.

Let me share with the readers how easy it was to swap my European driving license into a Turkish driving license.

1. Obtained forms at the "driver's chamber" office between the BP station and Mudo Concept shop in Bodrum. Price: 50 kuruş.

You should immediately hold an owners' meeting. This meeting works like a company, and the resolutions made at this meeting can be enforced. Make sure that you make the announcement and invite the owners to this meeting in line and compliance with the law. In this meeting, the manager of the complex (I am sure you have one) will be given the power to refer the matter to the court himself or via a lawyer. Money Not so long ago, if you had spare cash there was no great dilemma as to what to do with it. With Turkish interest rates often over 20%, you could just put it in a fixed interest bank deposit account and go relax by the pool. Nowadays, the financial world has changed beyond all recognition or anyone's expectations.
With net Turkish bank interest under 7% and some Turkish banks restricting the amount that can be put into deposit accounts, many of us are having to consider other options for generating income. It seems likely that there may be one more small interest rate cut followed by perhaps six months of no change. Then the Turkish Central Bank will have to raise rates again as the rest of the world raise their rates. Volunteering
We held a volunteer meeting last Friday with around 30 attendees from a mix of nationalities - including Turks, English, Dutch, Americans, and Swedish. The event went well; new volunteers came forward, some to help with fund-raising, some to help with temporary homing, some with identifying strays for the neutering program, and some to help with marketing, awareness and education. It was great to see a group of willing like-minded people brought together. Other Activities
Fund raising events have continued; thanks to Rewena and Janet, over 800TL was raised at their 2nd hand sale at Zorro-M club. The regular stall at the Sunday Bitez 2nd hand market is still doing well, but in order for these to continue we need your donations - so if you have anything to spare - from books, to clothes, to furniture, we'd love to have it; either contact us for a collection, or drop it in to Animana.

What Does The Money Go Towards?
With an agreement now in place with the municipality to provide free neutering for stray dogs, you may be wondering where the money is going... Some will go towards neutering stray cats, some will be used to provide comprehensive vaccinations to stray animals which have been neutered, providing rehabilitation and support to recovering animals, providing basic nutrition to needy animals (e.g. starving animals, feeding mothers, abandoned puppies etc...), and a little to help create awareness and to educate local people on what they can do to help.

Next Actions?
Amongst other projects, we're working with the Bodrum Hayvan Hakları Derneği to arrange a 'cat sterilization day' using their mobile clinic. We will invite you to bring along stray cats for on-the-spot sterilization. We'll let you know as soon as we have a date and location.

My husband and I found the Estate Agent very professional and not pushy at all compared to most other agents on the peninsula. We found the office to be frank and up front and realistic. After purchasing through them we have gone back to the office for their help on several things such as maintenance, management and refurbishing our home and to help us look for another property.   • Q71: I am buying a car here in Turkey, and want to know if I must have a Turkish driving licence, or can I use my European driving licence? If I indeed need a Turkish driving licence, what is the procedure to get one, and how much does it cost?

    A71.2: Sorry to disagree, but you are wrong, legally after 1 year of being here you must get a Turkish licence. You have to go to the traffic police at the deed office complete forms have photos have your European licence translated and take a medical. I have double-checked with a lawyer and a friend at police station and found the same; if you do not get a Turkish licence within 1 year any insurance is invalid - god forbid you have an accident. --Dawn

    A71.4: No you don't need a Turkish driving license if you have a European license. Some European driving licences can be converted into Turkish Driving licenses. I would recommend you to get a takipci to handle all the paperwork for you. --Fevzi

    NEW: A71.5: Tricky question…. In my five years of consultancy/translating business I have urged many foreign people to get Turkish driving licences because I was told by the British consulate and other authorities that you have to provided you have been a resident for longer than one year. But apparently this is only the case if you are a Turkish citizen. Police officer Ayşe who is handling the driving licence section at the traffic police, confirmed last month that they would not bother foreigners without Turkish driving licence if they encounter any. But I have witnessed that Turks who got their driving licence abroad or foreigners who became Turks got serious problems because of their foreign driving licences (arrested motorbikes, insurances refusing to pay). If you decide to go ahead with applying for a Turkish driving licence be aware that this costs around 500 TL and you are well advised to get assistance from a consultant/translator or trafik takipçisi (traffic agent) who speaks English. --Annette Ertan, Bodrum Consulting & Translation

NEW: 2010 Vehicle Tax

2010 Vehicle Tax will be due in January. We recommend that you pay this at the Bodrum Tax Office (tax paid online through a Turkish bank has a tendency to end up being paid to the Muğla tax office rather than the Bodrum one!). We have not been advised of the full table of rates, but for cars aged 1-3 years, the prices are as follows:
